The duties of the President of the State in Israel are reflected through the tenure of the fifth President Yitzhak Navon who was appointed to his position in 1978. A ceremony in the Knesset to mark the end of President Ephraim Katzir’s term and the beginning of Navon’s term, the vote in the Knesset to approve the appointment, an archive from the past on the president’s duties – to accept the resignation of the government (PM Yitzhak Rabin tenders his resignation to President Katzir), assigning the task of forming the government to the elected party, Pardon Criminals (prisoner in Neve Tirza tells about the letter she wrote to the president), the role of the president’s wife (Ofira Navon), a visit by citizens to the president’s house, etc. The film ends with the end of Navon’s term and the appointment of Haim Herzog as president after him.
