In Israel in 1976, approximately one million people were
children and youth under the age of 18. About 20,000 of them have dropped out of the education system, many coming from disadvantaged neighborhoods that grew out of temporary housing for new immigrants. Without adequate conditions, guidance, support, and education, many of them may descend into a life of crime and unemployment. What are the options available to these children and youth? How can their chances of success in life be improved, and how can they become happy residents and citizens who contribute to the country and society?
