Prime Minister Levi Eshkol announces to the Knesset of the cancellation of the Military Administrative Government in Israel starting December 1, 1966. Following the cancellation of the Military Government, which will take effect on this date, the authority that the military government held on Arab citizens of Israel, will be transferred to various civilian authorities . For example, Israeli Arabs will still need work permits to go to work, but will receive them from the police and not from the army. Also, restrictions on free movement of Arab citizens of Israel were not completely removed with the repeal of the Military Administrative Government by virtue of emergency regulations. The civilian campaign to abolish the military government has been going on for years: in 1958 a parliamentary committee recommended to abolish the military administration, and in 1963 no less than four bills to abolish the military government were submitted to the Knesset. Documents of the State Archives revealed in 2019, expose the discussions in the Ministry of Defence conducted prior to the decision, during 1965-1966. The documents reveal that a forestry policy and declaration of nature reserves in the Palestinian villages which were emptied at 1948, were formulated as a government policy during these years, as a solution to prevent Palestinian refugees from returning to their villages.
