Storm damages throughout the country. A stormy sea. Damaged trees along the coast. Women and old people sit in an immigrant transit camp near damaged structures and try to keep warm. Children help their parents carry a bed from a tent. Soldiers help transit camp residents repair roofs, secure tents, unload mattresses and blankets from a truck. Passersby use bicycle carts to move through flooded city streets. Men build tin shacks in another transit camp. Soldiers help families move from tents to the new shacks. A truck tries to drive a flooded street. People row through city streets on rubber boats.
