Military officers and officials seated at tables in a yard. Forms and stamps on tables. An identity card is issued to a local resident, who fills out a form and signs his identity certificate with a fingerprint. The certificate is issued with his picture. A local resident speaks with the clerks and leafs through her identity certificate. Locals stand in the yard and a group of children looks on.
