The city of Haifa is decorated with flags for the arrival of the new High Commissioner Sir Herold MacMichael. The city houses are decorated with flags and people standing and looking from the rooftops. A large crowd is standing behind a wired fence, various dignitaries, officers, and their wives are waiting to greet the new High Commissioner MacMichael. The battleship carrying the new High Commissioner arrives at the Haifa port. The new High Commissioner is walking inside the hangar, led by officers in ceremonial uniform. At the train station, the crowd is standing and the train is riding.
