The United States offers the Soviet Union a plan for negotiations between Israel and Arabic countries, resembling the 1949 Armistice Agreements (Rhodes Agreement). Newspaper headlines announce the American offer, and archival footage shows the Rose Hotel in the Greek island where the armistice was signed and a prisoner exchange from 1949.
