The United States offers the Soviet Union a plan for negotiations between Israel and Arabic countries, resembling the 1949 Armistice Agreements (Rhodes Agreement). Newspaper headlines announce the American offer, and archival footage shows the Rose Hotel in the Greek island where the armistice was signed and a prisoner exchange from 1949. Special Representative of the UN Secretary-General for the Middle East Gunnar Jarring, whom the Americans propose as a mediator, disembarks his plane at the Lod Airport and shakes hands with Chief of Protocol in the Israeli Ministry of Foreign Affairs Yehuda Golan.
