The film follows “Operation Galilee Development”. This development plan, initiated by Prime Minister, Levi Eshkol, planned to build in central Galilee, 35 stelments, cities, and municipal centers. The article presents the galilee as an undeveloped land due to its rocky soil and thus, unsuitable for agriculture and settlement. A failing Arab village is shown due to its lack of fertile soil that is needed for farming. The journalist, Haim Yavin, declares: “A small country cannot afford to maintain such a big piece of land not developed”. The 3 stepped plan includes paving roads, land preparation, and eventually settling the land. The film follows the first steps of the project including paving roads and land preparation.
