Laborers at the Port of Haifa started a slowdown, posing a demand for a pay raise. Pallets loaded with boxes pile up on the docks, and ships wait at the port. Refusing Prime Minister Levi Eshkols request to immediately end the slowdown, the laborers decided to carry on until concessions are made.
