Archival footage of Basel during the first World Zionist Congress. Views of Basel and the Iconic portrait of Theodor Herzl standing on the porch and looking out to a river. The 23rd Zionist Congress is held in Israel, its first time in the country. The congress begins on Mount Herzl with a national memorial ceremony at Herzls tomb in Jerusalem. David Ben Gurion walks by a large crowd and in the background youths hold signs of Zionist Congresses of the past. Congressional hearings are held at the International Convention Center, Binyanei Hauma. A large audience is present in a large hall and speakers are seated at a table, among them Jewish National Fund Chairman Dr. Avraham Granot, and founder of the World Zionist Congress Nahum Goldmann. A large crowd is present at the final meeting, among them Moshe Sharett, Yosef Sprinzak and Golda Meir. Participants write protocols and converse.
