The crowd converging on the ceremony outdoors. To the ceremony comes the High Commissioner Sir Arthur Wauchope and other dignitaries. Ben-Ami Ovad, head of Netanya Council speaks to the crowd followed by the speaker Mrs. Jacob, representative of the Jewish Agency. Among the participants in the ceremony that stand and listen is Sir George Heron, Director of medical services and Moshe Sharett. The High Commissioner Sir Arthur Wauchope talking to people near a Phillips model micoropon. Place the brick on the ground, and the audience around. After the speeches, the Commissioner and other people in the surrounding hills of Netanya walking and talking. At the end of the ceremony the audience stand at attention and fit the British anthem and Hatikva. Standing in one row Sir Arthur Wauchope, Sir George Heron, Moshe Sharett and Ben Ami Ovad.
