A celebration of the 40th anniversary of the first Zionist Congress in Basel. A train is about to leave the dock at the train station in Zurich, one of the wagons has a sign with captions in Hebrew and German reading Special train to Basel in honor of the 40th anniversary of the Zionist Congress on it. Views of the road from Zurich to Basel, and later views of Basel. Congress delegates are entering the Congress building, among them are Aharon Zesling and David Remez. A large crowd is assembling at the congress hall, personages such as Menachem Ussishkin and Dr. Nahum Goldberg are in the crowd. The exterior of the building where the Zionist Congress takes place and additional Congress participants arriving.
