The horrors of bureaucracy are at the heart of Amir Bar-Gil and Isfahan Bahaloul’s film, both of whom have returned to check in on the residents of East Jerusalem – the main protagonists of their earlier film, Line up (2000). There’s Issam who requires expensive medication and dialysis treatment, but who Israeli Natural Insurance will not recognise as an Israeli resident – despite the fact he is a registered taxpayer; Rena, an academically gifted girl whose name does not appear anywhere on the Israeli national census, and who dreams of going to Italy and getting sponsored by wealthy philanthropists; and Ghaleb who is waiting for planning permission to rebuild his demolished home.
Har-Gil and Bahaloul set out to find out whether anything has changed in the aftermath of their previous, award-winning film that was even used as a court exhibit in the legal petition filed by the Association for Civil Rights in Israel against the Israeli Home Office. What they discover is a bleak Kafkaesque scene of people who spend days on end standing in a seemingly endless queue, with no light at the end of the tunnel anywhere in sight. The film was shown at various local and international festivals where it went on to win multiple awards. It was also shown at the Knesset (Israeli parliament) and was able to raise considerable funds towards building a new Home Office branch in East Jerusalem.
