Finance Minister Levi Eshkol visits Jerusalem with Mayor Mordechai Ish-Shalom. Eshkol visits a school, meets with council members in the municipal building, where he receives the city emblem pin, and tours urban slums. Mayor Ish-Shalom presents the Minister of Finance the poverty situation in a number of neighborhoods in the capital, and complains about lack of sufficient investment on the part of the government, and the absorption of too little immigration in a city which lacks working hands. The mayor asks that Jerusalem will be given priority in development budgets and investments relative to other cities in the country.
