An excerpt from a film produced by the Israeli Film Service, which examines three development towns in Israel, Dimona, Beit Shean and Mitzpe Ramon. The film depicts the problems which face the communities, the level of the education systems and the various employment opportunities. The following clip reviews Beit Shean about a year after a terrorist attack that occurred in 1974 where four citizens died. As a result, residents organise to volunteer for the Civil Guard to protect their community, and even mothers are being trained to learn to shoot a rifle as they guard at kindergartens, as seen in the clip. Lastly, the head of the local council, Yitzhak Quenan, is interviewed and reviews the challenges facing Beit Shean in those years.
