Residential buildings being rise around Kikar Hamedina in Tel Aviv and on adjacent streets. Construction workers work on a construction site near Kikar Hamedina, and the narrator notes that as long as Palestinian construction workers from the Occupied Territories are working in Israel for low-paid salaries, growth in the construction industry will continue. In 1969, the Tel Aviv City Building Committee approves the City Building Plan 600, which establishes a city plan for massive construction in Kikar Hamedina and nearby streets, at the suggestion of architectural firm Elhanani-Lotan and in collaboration with Brazilian architect Oscar Niemeyer.
